DESPERATE measures are needed to stem worsening high seas piracy, according to the International Maritime Bureau’s annual report.The report said piracy has “increased dramatically” in percentage terms over armed robbery in territorial waters. Last year’s 445 piracy attacks were a 10% jump on 2009 and marked the fourth successive year of increased assaults.
