Border Region Seen as Land of Opportunity
by Lou Hirsh - San Diego Business Journal
Principals in Shamrock Group were among the original developers of The Shops at Las Americas, which opened in November 2001 and is currently owned by Indiana-based Simon Property Group, the nation’s largest mall operator.
Shamrock now owns parcels on both the east and west sides of Las Americas. According to CoStar Group, the property that Shamrock acquired in February, for $4.55 million, has local-government-approved plans for an outlet shopping center of up to 133,200 square feet.
Outlets at the Border
Shamrock plans to start construction in the first half of 2012 on the new center, to be called Outlets at the Border, and is in talks with potential tenants.
“Nobody really knew 10 years ago whether this kind of retail setting in that location would work,” said Duncan Budinger, a partner and director of retail development at Shamrock Group. “It’s more than proven itself since then.”
Budinger noted that the 560,000-square-foot Las Americas, since opening just two months after the events of 9/11, has weathered a series of national and regional economic setbacks, and retained its popularity among frugal shoppers during the latest Great Recession.
Shamrock Group estimates the Simon-owned center registers annual sales of approximately $500 per square foot, considered high within the retail industry for the current climate.
Budinger said the existing outlet mall at San Ysidro has traditionally attracted a wide majority of its customers from Mexico, as consumers seek out higher quality goods at low cost, while avoiding the violence that has recently plagued some cities south of the border.
The overall mix of shoppers has been steadily shifting in recent years, however, and it currently attracts about 65 percent of customers from Mexico and around 35 percent from the U.S.

Rosemont hopes offramp drives traffic to new outlet mall
By Elizabeth Owens-Schiele - The Chicago Tribune
Softball field, entertainment complex, outlet mall on the way instead of casino
One area of business that has grown during the economic downturn has been outlet shopping, asserts Arthur Weiner, president of Florida-based AWE Talisman, which is building Rosemont's new outlet mall, called Fashion Outlets of Chicago, a $225 million, two-level, enclosed mall that will set 550,000 square feet on what he calls "exquisite dirt" just east of I-294 at Balmoral. Plans include 140 upscale, luxury retailers connected to an six-level parking garage. The mall is scheduled to open for the holidays in 2012.
"Certainly, we will satisfy the appetite for high-luxury goods of all kinds," said Weiner, who projects construction will begin in early fall. Although he is still hesitant to release retailers' names before all contracts are signed, he did say "some of these retailers have flagship stores on Michigan Avenue."
"This will change the dynamic of outlet shopping, which is often just a stop on the way to somewhere else," Weiner said, noting many other outlets are in "cornfields." "This will act more like a retail mall, with multiweekly shopping. It's fully enclosed and warm and cuddly."

Craig Realty Group moves forward on the Outlets at Traverse Mountain
by Cathy Allred - Daily Herald
Daily Herald Plans begun in 2006 for an outdoor lifestyle mall southeast of Cabela's in north Lehi, put on hold during the recession, are back on track and moving rapidly.
Craig Realty Group, headquartered in Newport Beach, Calif., had an artist's rendering of its proposed design for Outlets at Traverse Mountain presented to Lehi staff and council members on March 8.
"They have come to the day where they are actually ready to move things forward," said Lehi Economic Development director Doug Meldrum. "The client is pretty aggressive. ... this is something they are anxiously pursuing."
Considered one of the leading full-service real estate development companies, Craig Realty specializes in the development and management of income-producing, upscale factory outlet centers. The company owns and manages 10 centers, nearly 4.3 million square feet of existing retail development in six states, and five more centers are in the planning process.
The proposed Outlets at Traverse Mountain will be located on 50 acres in the master planned community of Traverse Mountain and is designed to have 467,921 square feet of retail space with 41,000 square feet for restaurant pads. Also planned, a three-story parking garage will provide sheltered access to the outlets.
Seventy percent of the space is leased to businesses whose names were undisclosed at the meeting.
"I think the reason this is moving forward now is because Craig Realty has enough leases that are signed to move forward with the project," Meldrum said.
He also said he thought that the Adobe announcement has generated excitement in the area and has helped the project move forward more quickly.
The Craig Realty outlet project site is situated cross the train tracks from Adobe's proposed campus announced in 2010. Once approved, the outdoor mall will be built in two phases with the first phase consisting of 240,000 square feet.
"On our presence being a catalyst for economic development in the area, there's probably no way to tie an absolute correlation but I think it's safe to say that it's helping in a significant way," said Jonathan Francom, Adobe Lehi director. "That was a main objective for Traverse Mountain when they sold us the property. Having us move in next door with a 1,000-plus employees, can only be a good thing."
Not only this, but city leaders anticipate other plans in the area will reawaken and take hold. A hotel planned five years ago is expected to come before Lehi City again.
"With Adobe coming in and this, we anticipate they will build if not them another hotel will," said Jamie Davidson, Lehi city administrator.

New outlet center proposed in Chicago
By Susan DeMar Lafferty - The Herald News
Shoppers who favor outlet malls soon will have a much shorter drive if a developer’s plans come to fruition.
A new outlet mall is being proposed in New Lenox for a nearly 100-acre site near the new Silver Cross Hospital. Jeff Middlebrook, of Center Creek Development LLC, would like to break ground in August on the site at the northwest corner of Route 6 and Silver Cross Boulevard.
Middlebrook said the project could create thousands of jobs and millions of dollars for the village in sales tax revenue.
“To say we’re excited is an understatement,” Mayor Tim Baldermann said Tuesday.
Shoppers who now head for outlet malls in Aurora, Gurnee or Michigan City, Ind., also stand to benefit in time and gas savings.
While many details have yet to be worked out, Middlebrook said he plans to submit his plans to village officials in the next several weeks. He previously worked on the Walmart/Menards project on Route 30 in New Lenox.
A previous proposal by a different developer to build an outdoor mall, but not an outlet mall, about a half-mile away fell victim to the economy. Another shopping center, Cedar Crossings mall at Route 6 and Cedar Road, could begin the first phase of construction in the spring.
Center Creek Development’s project, the Spring Creek Outlets of Chicago, would be similar to the Chicago Premium Outlets in Aurora, with 275,000 square feet of retail space, Middlebrook said.
“The southwest suburbs need a convenient shopping location,” he said.
While the retail market has been in what he called a “very large lull,” Middlebrook said value-driven segments of the industry are on the upswing.
“It’s because of the economy that we can do this,” he said, pointing to a “pro-business community,” relatively inexpensive land and deflated costs for construction materials.
Middlebrook said he has nine letters of intent from would-be tenants, but he won’t reveal any names yet.
Development
The location, near two major interstates — Interstate 355 and Interstate 80 — will make the mall a regional destination, Middlebrook said, along with the new Silver Cross Hospital, nearby Chicagoland Speedway and the First Midwest Bank Amphitheatre in Tinley Park.
The plan includes 10 acres of senior housing on the north end of the site, with hotels, restaurants, medical office buildings and other “interstate-friendly uses,” he said.
The development would have a “racetrack design,” he said, with stores at the center, surrounded by parking and a road around the perimeter.
When fully built out in phases over five to seven years, there would be 550,000 square feet of commercial, retail and office space, which Middlebrook estimated would generate $234 million in sales tax revenue and 2,800 permanent jobs.
“In any economy, even in the best of times, we’d be excited about this,” Baldermann said. “But in this economy, it’s fantastic news. That whole corner is doing exactly what we thought.”
The outlet mall would be built in the project’s first phase and could open within a year, about the same time as the new hospital, if all goes well, Baldermann said.

Work to start at Sagamore Factory Outlet Mall
Townspeople hoping to learn the name of the supermarket chain that has signed an agreement to move into the Sagamore Factory Outlet Mall will have to wait until later this year.
Michael Cahill of Compass Realty last week said the food-store agreement is in place, but no grand announcement will come until late in 2011.
In the meantime, he said, roadway improvements at Sandwich Road and the Route 6 ramp in Sagamore as well as the interchange along the ramp itself will be largely finished by Memorial Day.
Hyannis attorney Liza Cox told the Bourne Planning Board supermarket foundation work would begin in March as mall reconstruction at the foot of the Sagamore Bridge gets started when winter breaks.
The store’s architectural details have been revised, but the market will retain a classic New England look with white trim and brick. The planning board duly approved an amended site plan and special permit for One Factory Outlet Road LLC.
The mall makeover, complete with a food store, pharmacy and restaurant serving light fare, has been in the planning for nearly four years. The food store is thought to be a Market Basket, but that has not been confirmed; and the planning board could not pry that information out of project consultants.
The supermarket in the shopping plaza off Clay Pond Road, Monument Beach meanwhile, remains vacant as Bourne residents revise their food-shopping treks out of town to coincide with weekly commuting and to dodge snowstorms this winter.
It remains to be seen if a new mall and a food store will influence trading patterns, especially by residents living beyond the Bourne rotary north of the canal as well as in Buzzards Bay; with its obvious link to the Stop & Shop in East Wareham.
Cahill said there is still some question about food store signs that might be visible from the nearby bridge and Route 6, where his clients and the Canal Region Chamber of Commerce hope to win Massachusetts Highway Department approval for vista clearing.

The 65-acre development is scheduled to open in August, with previously announced tenants including Nike, Saks Fifth Avenue OFF 5TH, Brooks Brothers, Guess, Coach, Chico’s, Banana Republic, Gap, Tommy Hilfiger, Under Armour, Levi’s and Carter’s.
Construction on the 348,000-square-foot outlet center began in June.
Built in a shopper-friendly racetrack design, the center will have covered walkways, landscaped courtyards, a food court, children’s play area and a center court stage with fountains and other amenities, the developer said.
Taubman forms outlet center joint venture
Taubman Centers plans to ramp up its outlet center development this year and has started a joint venture with a former executive of Prime Outlets.
The Bloomfield Hills-based real estate investment trust, which owns Great Lakes Crossing Outlets, said it hired Bruce Zalaznick's OutletPartners. He is a former executive vice president of Prime Outlets and Chelsea Property Group. Zalaznick brings 20 years in successful outlet development to the joint venture in which Taubman Centers holds a 90% ownership interest in any projects that move forward.
The upscale mall owner and operator converted its Auburn Hills-based Great Lakes Crossing to an outlets format last fall. It has been delivering sales growth ever since.
"We will be very disappointed if we don't have one or two projects visible by the end of the year," Robert S. Taubman, chairman, president and CEO of Taubman Centers, said Friday. "Over the next 10 years we think we can open five to 10 outlet centers."
Taubman said the joint venture would focus on the top 30 markets nationwide that "can support high-productivity centers of at least $400 sales per square foot."
Investors boosted Taubman Centers shares Friday after it reported record sales per square foot and issued guidance for a profitable 2011.
Taubman Centers stock closed up 91 cents to $53.82 a share on the New York Stock Exchange. It reported its fourth-quarter results Thursday after the market closed.
Taubman Centers reported a record 12.4% boost to $564 in its sales per square foot for 2010. The real estate investment trust also reported strong increases in net income, funds from operations and occupancy from its 23 shopping centers.
Net income for the three months ended Dec. 31 was $36.8 million, or 60 cents a share, up from $7.6 million, or 7 cents a share, in the same period a year ago.
Funds from operations, a cash-flow measure of real estate investment trusts, rose to $59.6 million, or $1.06 a share, from $31.1 million, or 56 cents a share in the last three months of 2009.
Taubman issued guidance for 2011 with funds from operations to be in the $2.62 to $2.74 range and earnings per share to be in the range of 75 cents to 89 cents, assuming it holds title to the Pier Shops in Atlantic City, N.J., and Regency Square in Richmond, Va.

Lacoste and Talbots to open at Gulfport Premium Outlets
By MARY PEREZ - The Sun Herald
Two upscale outlets, Lacoste and Talbots, will open at Gulfport Premium Outlets in May.
Lacoste is scheduled to open May 2 and Talbots May 16.
The stores will be on the north side of the outlet, near Coach.
“We are thrilled they have decided to join the many other high quality brands at the center,” said Pam Meinzinger, general manager of the outlets.
Lacoste is known for its trademark embroidered crocodile on cotton polo shirts. The company began in 1933, when René Lacoste replaced long-sleeve starched shirts on the tennis courts with what is now the classic Lacoste polo.
The company has expanded into clothing for men, women and children and accessories.
Talbots caters to women age 35 and older, featuring classic styles of clothing with modern detail. The company’s first outlets opened in 2009, introducing the Talbots Outlet label of clothing.
Meinzinger said Gulfport Premium Outlets, as the complex is now named, has an excellent reputation in the outlet industry that attracts brand name stores.
The outlets are located off U.S. 49 at Interstate 10 in Gulfport.

Nebraska Crossing Factory Stores make-over

| Nebraska Crossing Factory Stores |
You've driven past it while headed east or west on Interstate 80. You know exactly where to turn. But how often do you stop at Nebraska Crossing Factory Stores?
The answer to that question could change if a team of local and Arizona-based developers and the City of Gretna realize their vision of a $60 million makeover that would attract some of the nation's leading outlet retailers.
The center at the intersection of I-80 and Nebraska Highways 6 and 31 would gain an additional 115,000 square feet for stores and restaurants, as well as such amenities as benches, outdoor fire pits and a pedestrian-only “main street.”
“Omaha's going to be a great outlet town,” said Rod Yates of OTB Destination in Scottsdale, Ariz.
Plans for the Gretna center have been in the works since last summer, but a similar project announced this week for La Vista by a Baltimore developer raises questions about which development will persevere.
Cordish Cos. wants to build a $114 million entertainment and outlet retail complex at Southport West, just off I-80 near 126th Street and Giles Road. The site already is home to Cabela's, several hotels and the La Vista Conference Center.
Both groups of developers agree on one thing: The market will support only one project.
OTB Destination did more than two years of research on potential outlet space in the Omaha market before teaming up with the City of Gretna and two local developers who own the property, Yates said.
A community meeting to explain the plan is scheduled for Saturday at Gretna High School, and residents will vote next month on whether to direct tax revenues to the project.
Yates said the Gretna center would be more attractive to retailers. “They'll look at Council Bluffs, Gretna and La Vista. They'll look at all the factors.”
Twenty percent of the space is committed, he said, but he declined to identify the companies.
The Gretna site requires less construction, so stores can open more quickly, he said.
“Nike wanted to be open last year for the College World Series. That could happen in Gretna this year.”
Retail companies don't locate their stores too close together — outlet or otherwise — and Gretna is farther than the La Vista site from Omaha-area malls, Yates said.
Such policies are called radius restriction agreements. They limit where new stores may locate. The intent is to ensure that a new store doesn't cannibalize sales at an existing store.
Developers of the La Vista project have said they're not overly concerned with radius restrictions, but Jim Sadler, general manager of Westroads Mall and Mall of the Bluffs, confirmed that such restrictions are a real part of the equation.
Most stores still have such terms in their lease agreements, although they might not cover as many miles as they did years ago, said Sadler, who added that he hasn't spoken with developers of either project.
The area of a radius restriction depends on the individual retailer, he said, and would apply to the outlet shopping segment.
Westroads and Mall of the Bluffs are owned by General Growth Properties, which also owns Oak View Mall.
The Gretna shopping center is more than 18 miles from Regency Court and Westroads, 13 miles from Oak View and nine miles from Village Pointe. The La Vista site is a bit less than eight miles from Westroads, about five miles from Oak View and four miles from Village Pointe.
“We're going to be complementary retail,” Yates said. “That's what retailers want.”
Another strength of the Gretna site is its proximity to Lincoln, from which it will draw customers, Yates said. It is easily accessed from the north and south as well, he added.
When fully expanded to about 310,000 square feet, Life Outlets at Nebraska Crossing would join the nation's existing 150 premium outlet centers, Yates said. Currently, the closest top-brand outlet malls are near Minneapolis and in Williamsburg, Iowa.
Gretna's current 195,000-square-foot center has 53 storefronts and 30 tenants. Eight are outlet stores.
When the center opened in 1992, about 30 national retailers were involved in the outlet business, Yates said. Today there are more than 300.
He said he will seek such brands as Bloomingdale's, Saks, Banana Republic, J. Crew, White House/Black Market, Under Armor, Columbia and Coach. The current outlets, among them Carter's, Dress Barn and Lane Bryant, will remain as well.
National research indicates the Gretna project is one of 41 outlet centers under development around the country that plan to open in 2013 or before. One in four of those, including Gretna, would be converted from existing retail space.
“The opportunity is in the market,” Yates said. “This is a great way to reposition distressed retail.”
Gretna businessman Randy Sump, who has followed the city's work on the development, said the revitalized outlet center will result in jobs and tourism.
“It gives us a way to grow. I think it will spur more development.”
Fashion Ambush at Colorado Outlets
Colorado Springs, CO (PRWEB) January 24, 2011
Castle Rock, Loveland & Silverthorne, Colorado– Outlets of Colorado, ever-vigilant in its quest to help Coloradans find fashion, stretch dollars, recreate at premier destinations and attractions, and most of all– have some fun, greets 2011 with its newest promotion: the Fashion Ambush with a Colorado Twist.
Hostess Peggy Ziglin, Outlets of Colorado Regional Fashion Advisor, and her sidekick Craig Coffey, morning reporter on Fox 21 television, will be "ambushing" unsuspecting individuals each month in 2011, at a variety of tourism attractions in Colorado Springs and the Pikes Peak Region. The first Ambush is planned for Sunday, January 30, at Cheyenne Mountain Resort during the Sunday Champagne Brunch at the resort’s signature Mountain View Restaurant.
At this opening Fashion Ambush event, one lucky diner will be selected for an onsite restyling. After the initial shock, the ambushed individual is likely to be good-natured as she is rewarded with a makeover valued at $500 and awarded additional prizes such as a two night stay at Cheyenne Mountain Resort. Ambush subjects receive a wardrobe from the Outlets’ designer retail stores like Off 5th, Ann Taylor and CAbi, a complete expert hair style from Styles Salon, professional makeup and fashion advice. The process is documented on film before, during and after the Fashion Ambush and the resulting three minute video segment will appear on Fox 21 for several weeks– until the next Ambush occurs. This monthly series will provide information, entertainment, education and advice for Colorado shoppers on how best to maximize their dollars and their look, by shopping at the Outlets of Colorado in Castle Rock, Loveland and Silverthorne.
In her role that is much like a stylish and kind older sister, Fashion Director Peggy Ziglin will guide people through the course of the makeover– so that the process is fun, non-threatening, and in many cases, life-changing. Currently Ziglin travels the state in her larger-than-life wrapped and branded Outlets van, and has performed many makeover events at the Outlets at Castle Rock, Loveland and Silverthorne– or with select television partners, prior to the Fashion Ambush. This year, however, the Outlets will target Fashion Ambush participants exclusively at Colorado Springs’ attractions.
"The over-arching idea is that an individual who really needs an update and an emotional boost– can receive one through this process of a fashion makeover," says Ziglin. Recent recipients of makeovers have been women with success at significant weight loss, an individual with a new career, and some who simply want an update and change of image.
Attendees who are ready, willing and able to be a part of the fun of the first Fashion Ambush should plan to be at brunch at Cheyenne Mountain Resort’s Mountain View Restaurant at 3225 Broadmoor Valley Road on Sunday, January 30, between 11:00 AM and 2:00 PM. Reservations may be made at 719-538-4000 or at http://www.opentable.com (with a search for Mountain View Restaurant on the website). The first 350 brunch attendees will receive a goodie bag valued at $30, which includes a $10 certificate to be redeemed at any Outlets’ retail store. With hundreds of dollars in prizes on hand at this kick-off event, everyone who comes has a shot at winning with a spin on the Outlets’ famed prize wheel for Outlets’ gift cards, stays and meals at Cheyenne Mountain Resort, retail merchandise and more.

Tailgating a the Shops at Grand River?
By William Thornton -- The Birmingham News
Football season may be over, but another form of tailgating seems to be taking place in the metro area.
At least eight law enforcement agencies in Jefferson County have reported tailgates being stolen from trucks in at least 16 instances over the past two weeks, with most of the thefts occurring in retail parking lots.
In Hoover, there have been six tailgates stolen over the last two weeks, with two taken in Inverness and three from shopping centers in and around Riverchase. In Trussville, three were stolen in the past week. In Leeds, two were reported stolen on Jan. 8 at the Shops at Grand River, while another was taken that same day on Weaver Avenue. Police in Birmingham, Irondale, Mountain Brook and Vestavia Hills and the Jefferson County Sheriff's Office also reported tailgates taken.
Capt. Jim Coker, a Hoover police spokesman, said tailgates are an easy target because they are relatively simple to detach from a truck and a valuable spare auto part, valued anywhere from $500 to $2,000. Having this many tailgates stolen in such a short time period is unusual just for one city, let alone several, he said.
"It would seem logical that this is somebody selling auto parts," Coker said. "What else can you do with a tailgate?"
Trussville Police Chief Don Sivley said he wasn't aware of the cases in other cities. "It's definitely something we're watching, though," Sivley said.
Coker said tailgate thieves are fairly easy to thwart -- just lock the tailgate.
"That makes it much harder to steal, and they're not going to be able to sell or use a damaged tailgate," he said. Another tip Coker offered is for drivers to engrave their vehicle identification number onto the tailgate so it can be traced if it is stolen and recovered.

Cordish plans outlet center in Omaha
Omaha World Herald - By Jeffrey Robb and Michaela Saunders
Just two months after La Vista voters got behind a tax incentive to boost tourism projects, a national developer with exclusive credentials announced plans for a $114 million entertainment district and retail outlet center at the city's Southport West area.
If the plans live up to the developer's reputation, the project holds potential to turn Southport West into a signature development for the Omaha metro area and the region.
Baltimore-based developer the Cordish Cos. brings experience building downtown Kansas City's Power & Light District, revitalizing parts of Baltimore's Inner Harbor and operating an outlet center in Atlantic City, N.J.
Cordish now is promising national restaurants and entertainment venues at Live! at Southport West and leading brand-name retailers at the Outlets at Southport West.
The announcement appears to set up a competition for outlet mall supremacy in the Omaha area. Just last month, a separate team of developers proposed to rebrand and revitalize Gretna's Nebraska Crossing
Factory Stores with leading brand-name retailers, and Gretna voters will decide next month whether to authorize a sales-tax incentive key to the project's financing.
But Dennis Hoth, a local developer behind the Southport project, said Monday that only one outlet project will happen and it quickly will become evident which development emerges.
“There will not be two outlet projects in Omaha,” he said. “There will be only one in the metro area. Frankly, I'd kind of leave it to the consumer.”
The Gretna developers, however, stood behind their plans — and a location they touted as superior.
“Given all the due diligence I've done in the market, Gretna is the best,” said Rod Yates of OTB Destination, a partner on the Gretna project.
So far, neither project has announced any committed stores.
Cordish Vice President Blake Cordish said the company is committed to delivering and operating a “dynamic regional tourism destination” and a “development of the highest quality.”
The company is proposing a development spanning 435,000 square feet in a first phase, plus an additional 100,000.
It would join Cabela's, Embassy Suites, Courtyard by Marriott and the La Vista Conference Center at the development off Interstate 80 near 126th Street and Giles Road.
The outlet center would sit west of Cabela's. The entertainment district would be nearer to the hotels and Cabela's front and feature an events plaza for live performances and festivals.
Cordish said the outlet center will be similar to its Atlantic City outlet project called the Walk, which features outlets for Adidas, Aldo Shoes, Banana Republic, Brooks Brothers, Coach, Converse, Corningware, Easy Spirit, Eddie Bauer, Guess, J. Crew, Kenneth Cole, Lane Bryant, Liz Claiborne, Maidenform, Nike, Polo Ralph Lauren, Reebok, Rockport, Timberland and Wilsons Leather.
Its projects have won seven awards for excellence from the Urban Land Institute, an organization that promotes good land use.
La Vista officials acknowledged the project is not definite at this point. The La Vista City Council is due to vote next Tuesday on a nonbinding “terms sheet,” so Mayor Doug Kindig said it was important to put the project before the public.
Officials said they are confident in Cordish's commitment. And they said the project is a perfect example of the potential from November's economic development vote.
“I think it's really going to bring a lot of energy to La Vista and the Omaha metro area,” said Kindig, who noted that city offiicals have been in discussions with Cornish for more than two years since making contact during a trip to the International Council of Shopping Centers Convention in Las Vegas.
The City of La Vista is proposing to spend some $45 million on parking, streets and other public improvements. The city is considering financing that through bonds authorized by another state economic development incentive, which would be paid off by an occupation tax levied on the development, City Administrator Brenda Gunn said.
Last November, 77 percent of La Vista voters authorized the city to direct future sales-tax revenue to projects under the “Nebraska Advantage Transformational Tourism and Redevelopment Act,” approved by the Legislature in 2010. The law allows the city to turn back local sales-tax revenue generated at a development to offset startup costs.
The same incentive will go before Gretna voters in a February mail election. In December, the Gretna developers said they had 20 percent of their outlet space committed.
Kindig said he wishes Gretna the best.
Gretna Mayor Sally McGuire said, “Whichever one gets built, it will be a true asset to the whole region. To have an outlet mall with quality stores is something that's needed. We'd sure like to have it in Gretna."
