PIRATES might be using human shields in escalating their war against shipping.
EU NAVFOR said today that pirates on the general cargo ship Izumi, which was seized on 10 October, were holding hostages aboard when they attacked the 2,570dwt ro-ro Petra 1 on 6 November.
